HENRY, THE HALF-CHIHUAHUA, HALF-DACHSHUND that was blinded in one eye and burned in an oven as a puppy, is doing pretty well now and wants to give his owner, Rhonda Kamper, a big lick. He made an appearance at the Legislature on Wednesday to check on the progress of SB190 also known as Henry's bill. Sponsored by Sen. Gene Davis, the bill would upgrade animal torture to a third degree felony. It is stuck in the Senate Rules Committee.
